THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This position is located at the Southwest Regional Maintenance Center (SWRMC) in San Diego, California. You will serve as a Shipbuilding Specialist performing contract administration / procurement, planning, quality assurance, test and inspection, and project coordination duties for ship overhaul and repair contracts.

KEY REQUIREMENTS

You must be a US Citizen.
Must be registered for Selective Service, see Legal & Regulatory Guidance.
Suitable for Federal employment as determined by background investigation.
Selectee may be required to successfully complete a probationary period.
DAWIA: Production, Quality, and Manufacturing (24 months upon entry).
You must obtain and maintain a Secret Security clearance. DUTIES:

As a Shipbuilding Specialist, your duties may include, but are not limited to:

  • Performing ship inspections to determine ship’s material conditions, scope of work required, and cause of repairs.
  • Preparing written reports detailing discrepancies in contractor’s work performance.
  • Monitoring design requirements to evaluate ship maintenance projects.
  • Presenting status reports at weekly progress meetings. QUALIFICATIONS REQUIRED:

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the PLEASE SEE BELOW grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

For GS-07 level: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector researching and organizing technical data related to ship maintenance. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include: Applying business practices to ship maintenance operations; Organizing ship checks; Gathering data related to ships maintenance OR

Successful completion of one full year of graduate education. OR

Successful completion of a bachelor’s degree with superior academic achievement. OR

A combination of experience and education as described above that equates to one year of experience.

For GS-09 level: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector identifying problems with ship maintenance projects. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include: Recognizing workable solutions to ships maintenance problems; Conducting ship checks OR

Successful completion of a master’s or equivalent graduate degree. OR

Successful completion of two full years of progressively higher level graduate education leading to a master’s degree. OR

A combination of experience and graduate education as described above that equates to one year of experience.

For GS-11 level: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector identifying problems and recommending solutions with ship maintenance contracts. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include: Interpreting technical specifications for ship maintenance; Organizing inspections of contractor performance; Explaining deficiencies found in system surveys OR

Successful completion of a Ph.D. or equivalent doctoral degree. OR

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR

A combination of experience and graduate education as described above that equates to one year of experience.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Production, Quality, and Manufacturing CAT: H Career Field and be certified at Level I at the time of application. REQUIREMENTS:

Position occasionally requires duties to be performed onboard naval vessels in varying weather conditions, contractor’s plants which involve moderated risks and may require safety precautions.
